Help Shape the Next Five Years: Take the Manchester CDBG Plan Survey Today
The Community Development Block Grant (CDBG) program is a vital
resource for Manchester, allowing the town to dedicate funding to projects and activities
that directly benefit residents, particularly those from low- and
moderate-income households. This program, which is administered by the U.S.
Department of Housing and Urban Development (HUD), supports a variety of
initiatives with the goal of improving housing, enhancing public facilities and
infrastructure, and creating more opportunities for the community.
How CDBG Funding is Used in Manchester
Each year, the Town of Manchester receives an allocation of CDBG
funds, which are carefully directed to support specific community development
activities. These funds aim to achieve three broad goals:
· Decent
Housing: Ensuring safe and affordable housing for residents.
· Suitable
Living Environments: Enhancing quality of life through public
infrastructure and services.
· Meeting Urgent Community Development Needs: Addressing the most pressing needs in the community.
In Manchester, resources are concentrated on addressing needs in older
neighborhoods, where housing and infrastructure improvements are most pressing.
This focus on revitalization and ensuring that projects benefit the community’s
most vulnerable populations is a core part of the Town’s CDBG strategy.
Current CDBG Projects in Manchester
For the 2024-2025 program year, Manchester has allocated over $565,000
in CDBG funds. Some of the projects funded by this grant include:
· Public Services: Programs such
as mobile dental care for seniors, support for survivors of domestic violence,
and housing assistance for victims of human trafficking.
· Capital and Other
Projects:
Infrastructure improvements and housing rehabilitation programs, including
efforts to address lead-based paint and major home repairs.
Each year, the Town creates an Annual Action Plan outlining the
projects that will be funded and any additional town and nonprofit initiatives
that will support the CDBG goals. Public comment and feedback are a critical
part of this process.

The Town of Manchester is updating its 2025-2029 Consolidated Plan,
a strategic guide for using CDBG funding to address community needs. To ensure
the Plan reflects the priorities of residents, the Town is asking for your
